The Chinese authorities have nominated a new
Superintendent. Sir C. Clementi alleges that this
is merely a piece of political jobbery, substituting a man of the party now in power at Canton, and he
Govor apparently refuses to recognise this
appointment.
The dispute which occasioned so much trouble
last year was as to who were the Chinese authorities
who should make the appointment of a Superintendent
in Hong Kong, that is, whether it should have been
done by Canton or Peking. This dispute raises no
such question as both Central and Provincial Chinese authorities are agreed as to the new appointment. It seems to me that Sir C. Clementi is going much too
far. It may be within his rights refuse to
recognise an appointment made by an authority whom
he does not consider competent, but I do not see
that he has any right to refuse to accept an appointment by an authority or authorities admittedly
competent, simply because he does not approve of the grounds on which the appointment is made. His
